- There are 23 natural resources districts (NRDs), whose boundaries are based on natural basins. Each board of directors can have up to 21 members. Much of the funding comes from local property taxes, usually around 1 to 2% of all county property taxes.
- The board has broad responsibilities to protect their natural resources, including erosion and flood prevention and control, maintaining water supply, solid waste disposal and sanitary drainage, developing and managing fish, wildlife habitat, and recreational and park facilities, and forestry and range management. 
- The board sets rules and regulations based on these areas of responsibilities and hosts meetings discussing these stipulations. They also host events within the community.
- Each district puts different levels of emphasis on these responsibilities based on the district’s area, with each natural resources district board of directors member determining the budget based on that criteria. 
- A natural resources district board of directors member is elected in a nonpartisan, districtwide election to a four-year term. They must be a registered voter in the subdistrict they run in immediately preceding the election. If they are running as an at-large candidate, they must be a registered voter of the district immediately preceding the election.
