Ballard is co-owner and designer for his family company, Deep Creek Lures, that sells fishing lures in Dunn, according to his Facebook page. While announcing his candidacy on his Facebook page, he said, “I've developed a deep appreciation for our natural resources, while recognizing their essential role in our everyday lives and future.” In an interview with CityView, Ballard said if elected, he said he’d want to bring Soil and Water programs to more people by expanding them and has expressed a desire to be “a steward of the future of the land and water of Cumberland County.” In 2008, Ballard was acquitted of murder after serving seven years in prison, stemming from a robbery incident in 2001. He told CityView he decided to run after being overcome with gratitude and as a way to give back to the community.
