Timothy was born and raised in Arizona and attended Arizona State University, where he earned a bachelor's degree in history and political science. He later received a law degree from Notre Dame Law School and is currently completing a master's of law from Georgetown University Law Center.

Timothy practices international and military operational law as a member of the U.S. Navy Reserve and was selected for promotion to the rank of Lieutenant Commander.
