Hal is a husband and father of three from North Carolina. He received his undergraduate degree from Wake Forest University and his master's degree from Wheaton College. 

Hal is the founder and President of the Electoral Education Foundation, a non-profit organization. He has served as Chief of Staff to former North Carolina Lt. Governor Dan Forest and former US Representative Sue Myrick. Additionally, he is a published author and has been an advisor to various conservative candidates and campaigns.
