Lynn is from Pamilco County and attended Pamlico County High School. She has an associates degree in office administration and a business application certificate from Pamlico Community College, and is certified as a register of deeds by the North Carolina Association of Registers of Deeds and an advanced register of deeds by the University of North Carolina School of Government.
