Pavan is originally from Cincinnati. He has a bachelor's degree in philosophy from Xavier University and a law degree from Saint Louis University School of Law. He lives with his wife, Shwetha, and their three sons in Anderson Township.

Pavan has previously worked as a judge advocate for the U.S. Army Reserve, as an in-house attorney for the Federal Home Loan Bank of Cincinnati, as chief legal counsel for the Ohio Senate Minority Caucus, and as an adjunct professor at the University of Cincinnati College of Law and Xavier University.
