Carl is currently the mayor of Bethel. He was appointed to the vacant seat in 2023 after longtime mayor Gloristine Brown resigned following her election to the North Carolina General Assembly. He filed for reelection in 2023 and currently runs unopposed.

Plans to prioritize economic development and public safety.
