Elaine Lucas is from Georgia. She has a bachelor�s degree from Savannah State University, a master�s degree from Fort Valley State University, and a specialist degree from Georgia College and State University. She is married to Georgia State Senator David Lucas, and they have four children together. She is an active member of Steward Chapel AME Church.

Elaine is a retired educator. She taught and counseled students for 38 years. She later founded E. L. High School Academy in 2011, which helps students earn their high school diplomas. Elaine also previously served as a Macon-Bibb County commissioner for 12 years and a Macon City Council member for 25 years.

Elaine previously served on the Macon City Council for 25 years, followed by a 12-year tenure on the Macon-Bibb Commission.
