Joseph is from Marysville, Michigan. He attended Marysville High School. He has an associate of arts from St. Clair County Community College. He also has a bachelor’s degree in communication education from Michigan State University and a master’s degree in teaching from Oakland University. He lives with his wife, Marilynn, in Smiths Creek. He attends St. Christopher Catholic Church.

Joseph is a state representative. He works at the Michigan House of Representatives, where he has been since January 2025. He previously worked at Marysville High School, where he taught English, speech, and drama for 38 years.
