Cleta has a bachelor's degree in social work from Tennessee State University and a master's degree in social work from Clark Atlanta University. She was president of the National Association of Neighborhoods and served on the board of the Metropolitan Atlanta Olympic Games Authority, the state's oversight committee for the 1996 Olympics.

Cleta worked at Carrie-Steele-Pitts Children's Home and was housing director for the Atlanta Urban League. She also worked for the City of Atlanta as a Human Service Planner and as Neighborhood Planning Unit coordinator in the Bureau of Planning.

Public Safety

As a city council member, she supported building a $90 million police and firefighter training facility on 85 acres of the Old Atlanta Prison Farm that the city previously set aside as greenspace. The facility, nicknamed "Cop City" by activists, is widely opposed by residents, businesses and environmental nonprofits.

As a city council member, she voted for requiring full-time police patrols at Atlanta parks.

As a city council member, she voted against withholding $73 million of the Atlanta Police Department's budget until Mayor Keisha Lance Bottoms' office had drafted "a plan to reinvent the culture of policing in the city."

Corruption

In the past three elections, she was caught using taxpayer money for her campaign. In the past election, she spent more than $5000 to print and distribute a campaign newsletter. She also paid homeless people $5 per hour to wear campaign t-shirts while picking up trash and handing out campaign flyers. She paid three separate fines to the ethics board, totaling $6,500 and settled one other violation without a fine.

In 2014, she repeatedly used taxpayer money to purchase gas without listing mileage or explaining the purchases. She said, "I have my staff when we go out and do cleanups, you know? I put some gas in their cars because a lot of times, we're using two cars." She gave no justifications for about two-thirds of her gas expenses from September of 2012 to November of 2013.

In 2013, she was arrested for driving under the influence and committing several traffic violations. She plead guilty to the DUI charge and was sentenced to community service and a fine of $700. She said she was "moving ahead in a positive direction" and made "changes in her lifestyle."
