Neal attended Georgia State University and has a bachelor's degree in mechanical engineering from Georgia Tech. He serves as an elder in his church, Northlake Church of Christ. He has lived in Tucker for 31 years.

Professional background

Neal is a retired mechanical engineer who worked on public water infrastructure. He worked at Barge, Waggoner, Sumner and Cannon, Inc. and Oswald Green Technologies, Inc. He has been a member of the Tucker Zoning Board of Appeals since it was created in 2016. He was appointed to this position by the mayor. He served as an at-large member and as chair, and he is currently vice chair. He has also worked for the DeKalb County 2070 Water and Wastewater Capacity Master Plan since 2018.

Wants to make the city look cohesive by "streamlining" its appearance. He said, "You look at the major approaches to Tucker, like along Lawrenceville Highway. Are there ways we can make this area look more inviting, whether it's for residential or business development?"

As a member of the Zoning Board of Appeals, he considers requests for projects that don't follow zoning rules and considers appeals of interpretations of zoning rules by the Community Development Director.
