Nolan was born in Louisville, Kentucky. He has lived in Atlanta since 2007, and he and his wife have two children. Nolan has a bachelor's degree in Sociology from University of Louisville, a master's degree in Counseling from Beacon University and a Master's of Divinity from Luther Rice University.

Nolan is the founder and President of Traveling Grace Ministries and Higher Love Ministries, "a conglomeration of entities, church and civic leaders seeking to strengthen established churches, start new church plants, and eradicate homelessness." He previously served in the United States Army for 13 years, enlisting during his junior year of high school.

Nolan's campaign for mayor is his first entry into politics.
