Terry earned a bachelors in political science from Rutgers University, and has a juris doctorate in law. Terry is an attorney and retired federal law enforcement officer. She previously worked at the Washington DC Superior Court, the Department of Justice, and Federal Bureau of Prisons, the Metropolitan Correctional Center, and the Atlanta Penitentiary.
