Clinton is originally from Savannah, and has lived in Savannah his entire life. He attended Sol C. Johnson High School. He has a liberal arts degree from Armstrong State University, a bachelor's in business administration from Georgia Southern University, and a master's degree in human resources from Webster University.

Clinton owns a human resources consulting company, Cowart Consulting. He used to be the HR director for MSG Staffing Agency and a local actor.

Clinton Cowart ran for the State House District 165 seat but did not win.
