Vivian was born and raised in Lowndes County. She has lived in Lowndes County for 53 years. She attended Valdosta High School. She has a bachelor's degree in psychology from the University of Phoenix. She is attending Capella University to pursue a master's degree in school counseling. She lives with her husband and children.

Vivian used to be a bus driver for Valdosta City Schools, a Classification Officer for the Lowndes County Sheriff's Department, a Branch Manager for a Community Recreation Center through LODAC, and a Manager for the Second Harvest Food Bank.

Vivian Miller-Cody is currently the city councilwoman representing district one. She was first elected in 2015 and has been in office for two terms.
