Matthew lives in Prince William County, Northern Virginia, since 1984. He is a Life Member of the Occoquan-Woodbridge-Lorton Volunteer Fire Department, where he has served for 30 years, providing fire, rescue, and emergency medical services in Prince William County.

Matthew worked at Rinehart, Lowery, Strentz & Butler, P.L.C. as an associate attorney from 1997 to 2004. He worked at Lewis Brisbois as an associate attorney for 11 months in 2022.

Matthew  Lowery served as Spotsylvania County Commonwealth's Attorney from 2004 to 2015. He served as an Assistant Commonwealth's Attorney in Prince William County from 2016 to 2019.
