Arthur and his late wife, Carol, moved to Vienna in 1976. They have two children, who graduated from Fairfax County Public Schools in the mid-90s. He belongs to the Church of Jesus Christ of Latter-Day Saints. He holds Master's Degree in Systems Engineering from the University of Pennsylvania, and a Master of Business Administration Degree from the Wharton School.

Arthur worked as a computer programmer for 40 years and is now retired. He is the President of the Fairfax County Taxpayers Alliance since 1996. He was a Treasurer at Fairfax Committee of 100 from 2010 to 2019.
