Dawn is a native of Phoenix. She holds a bachelor's degree in science from Grand Canyon University and a master's degree in social work from Arizona State University. She is married to her husband, with whom she has 2 children and 1 granddaughter. Dawn lives in the North County Fire & Medical District.

Dawn currently works as the executive director for a post-acute rehabilitation center. She previously worked as an administrator and executive director at skilled nursing, assisted living, and memory support facilities.
