Robert is from South Phoenix. He earned an associate's degree in business, a bachelor's degree in business management from the University of Phoenix, and a master's degree in public policy management from Northern Arizona University.

Robert currently works as a stakeholder engagement manager for the central region of the Arizona Office of Economic Opportunity. He previously worked as a global security analyst for Amazon, as a project manager assistant for the City of Phoenix Neighborhood Services Department, and as a nuclear security officer at the Palo Verde Nuclear Generating Station. He served as a Gunnery Sergeant in the U.S. Marine Corps for 22 years.

Robert Garcia is a school board member in the Western Maricopa Education Center, representing District 5. He was first elected in 2022 and is serving his first term.
