Walker is from Lincoln County, Georgia and is married to his wife, Carol. They have a son and grandson together. He attended Augusta College and Reinhardt College. He serves on the board and chair for several organizations, such as the Association of County Commissioners of Georgia, The Governor’s Advisory Council on Rural Development, and the CSRA Regional Development Commission amongst other community and governmental organizations. 

Walker served as a member of the Lincolnton City Council for eight years. 

Walker T. Norman is currently the County Commission Chair in Lincoln County, where he has been since 2016. He was a member of the Lincolnton City Council in 1972. He held that position until 1980. He was then elected Chairman of the Lincoln County Board of Commissioners in 1980, serving for sixteen years until 1996, and serving again from January 2001 until December 2008.
