Kelley is from Valdosta and graduated from Lowndes High School. She holds a Bachelor's and Master's Degree in Sociology and a second Master's Degree in Public Administration, all of which are from Valdosta State University. She still resides in Valdosta today and is married. 

Kelley worked as a Community Coordinator with the Georgia Department of Community Supervision.
