Holly is from Georgia and holds a Bachelor's Degree from Morehouse College in English and Political Science in 1998 and a Master of Public Administration from the University of West Georgia in 2002. He is a member of Tabernacle of Praise Church in McDonough, Georgia and was awarded the National Youth Service Award from President Bill Clinton for his efforts mentoring young teens. 

El-Mahi Holly has experience as a law clerk, a criminal warrant officer and a regional political field director for state Democrats. He has also worked for charitable organizations. 

El-Mahdi Holly is a member of the Georgia House of Representatives. He has served two terms since his election in 2019.
