Billy holds a bachelor's degree from Rutgers University, a graduate degree from the University of Southern California, and a law degree from Atlanta Law School. He is married to his wife, Shawn. They have a daughter and a son together. They are members of the Saint Philip AME Church in Decatur, Georgia. Billy also serves as the president of The National Black Caucus of State Legislators (NBCSL), and is a member of the Democratic Party of Georgia’s State Committee; and chair of the Government Affairs Committee of the 100 Black Men of America DeKalb County Chapter.

Billy has experience working as the president of Billy Mitchell and Associates LLC and as senior director of community and government relations at South Fulton Medical Center. He also served as an adjunct lecturer at Clark Atlanta University and Kennesaw State University Burris Institute for Elected Officials.

Billy Mitchell is a Georgia House Representative for District 88. He was elected in 2003 and has served 10 terms. Previously, he served on the City of Stone Mountain city council and was later elected to serve as mayor pro tem.
