Devin was born in Belize. He lives with in Gainesville with his wife, Ativa, and their three children.

Devin is a co-founder of the North Georgia Black Business Alliance. He has served in the U.S. Army for over twenty years. Pandy serves as a minister of community outreach and chaplain of the American Legion.
