Dylan attended Pinewood Christian Academy. He received a bachelor's degree from Georgia Southern University a law degree from the University of Georgia. Dylan is a member of Glennville Methodist Church.

Dylan is an attorney. He is also on the board of directors of G&R Farms., his family's farming company.

Dylan Edward Mulligan's campaign for Tattnall County Commissioner for District 3 is his first entry into politics.
