Terry attended Glennville High School and received a Bachelor of Business Administration from Brenau University. He lives in Love’s Chapel Road, Glennville with his wife. They have four children, three grandchildren, and two great-grandchildren. The Waters are members of First Baptist Church of Glennville. Terry is also director of the Glennville Rotary Club and a member of the Glennville Lions Club.

Terry spent 36 years in the Georgia National Guard, retiring as a Chief Warrant Officer. He also owned The Glennville Sentinel with his wife until they sold it in 2016.
