Houston Gaines is a graduate of the University of Georgia, where he also served as student body president. He is a member of the Athens Rotary Club, the School of Public and International Affairs Alumni Board, and the Northeast Georgia Boy Scouts Council Executive Board. 

Houston works at Carter Engineering and previously worked at Cannon Financial Institute.

Houston Gaines was elected as the State Representative in State House District 120 in 2018. He has served 3 terms in this position.
