Rio was born and raised in the Turtle Mountains of north-central North Dakota. He holds a bachelor's degree in degree in Bioresource Research from Oregon State University, and a Master's of Urban and Regional Planning from the University of Minnesota. He serves as an Executive Committee member for the Gallatin County Democrats, and as a commissioner for the Bozeman Citizen’s Transportation Advisory Board.

Rio has experience in the renewable energy industry, and currently works at Innergex. He previously served as a Senior Wind Suitability Engineer and a Senior Wind Analyst.
