Jefferson holds an associate's degree in building construction technology from Wilkes Community College. He lives in Hays, with his wife and daughter.

Jefferson owns several local retail stores. He also owns a construction business, Hill & Hill Construction, where he previously worked as a residential and commercial general contractor. He additionally worked as an associate engineering technician for the city of Winston-Salem utilities cross connections division and as a manager for J.C. Faw at Fast Track Inc.

Evan is from North Wilkesboro and attended North Wilkes High School. He attended Wilkes Community College and has a bachelor's degree in political science from N.C. State University. Evan and his wife Victoria have a young daughter and a son due in November. He volunteers as on the Wilkes Community College Board of Trustees and is a deacon at Wilkesboro Baptist Church.
