Ted earned a bachelor's degree in political science from University of North Carolina at Charlotte and a law degree from Wake Forest University Law School. He is married to his wife, Jane, and together they have 2 children and 4 grandchildren.

Ted worked as an assistant county attorney, assistant state district attorney, and assistant U.S. attorney before establishing his own solo law practice in 1984, which he retired from in 2016. Davis has also been appointed to the Southern Legislative Conference of The Council of State Governments and has served on various interim committees.
