Allen earned a bachelor's degree in history from Dartmouth College and a law degree from the University of North Carolina School of Law. He is married to his wife Sarah, and together they have 3 children. He lives in Chapel Hill.

Allen is an attorney who has worked for the city of Greensboro, the UNC Center for Civil Rights, where he served as deputy director, and the North Carolina Department of Justice. Previously, he was a policy and field director on Josh Stein’s campaign for attorney general.
