Richard is from Boardman, Ohio. He earned his bachelor's degree from Boston College in history and secondary education, as well as his master's degree in education administration and special education from Youngstown State University.

Richard currently works as the Choffin Career and Technical Center Job Training coordinator for Youngstown City Schools. He was appointed to the Mahoning Valley Regional Council of Governments (MVRCOG) governing board in 2017.
