Rhodes Shell has lived in Newnan for nearly all of his life. He graduated from Auburn University with a BS in Industrial Engineering and holds an MBA from Georgia State University. He is a member of First Baptist Church in Newnan, Georgia. He has two daughters.

Rhodes is a retired financial planner. He worked at Avery Pope Wealth and Management in downtown Newnan. He also served as a sergeant in the U.S. Army.

Rhodes is currently a member of the Newnan City Council. He was first elected in 2006 and is currently serving his fifth term. He previously served on the Coweta County Board of Education from 1986 to 1994.
