Roy is from Detroit, Michigan. He attended Detroit Mackenzie High School. He lives with his wife, Polly Ann, and their two children. He is a member and Deacon at Cedar Christian Church.

Roy retired from the Detroit Police Department in 2006. He previously worked as an investigator and legal aid specialist at the Federal Defender Office. He spent over 26 years at the Detroit Police Department, where he served as a detective lieutenant and the commanding officer of the Homicide Section. Before joining the police, he served in the United States Army and Reserves as a chief warrant officer IV and special agent.
