Jim earned a bachelor’s degree in civil engineering from North Carolina State University. He has lived in Jamestown since 2022 and is a youth leader at Bales Memorial Wesleyan Church.

Jim is the managing principal of Westmoreland Strategic Enterprises, LLC, a consulting firm that supports government, transportation, and nonprofit leaders. He recently served as interim executive director of Gateway Research Park. He also previously worked as director of parking and transportation services at North Carolina A&T State University, city manager of Greensboro, and deputy secretary of the North Carolina Department of Transportation.

Phyllis Bridges earned a bachelor’s degree in African American studies from Guilford College, studied interior design at High Point University, and attended Brookstone Business College. She is chair of the Parks and Recreation Committee in Jamestown and has served as co-chair of The Coltrane Project, chairperson of the High Point Preservation Society, and board member of the Washington Street Historical Preservation Society. She was also a member of the High Point 2045 Comprehensive Plan Steering Committee and is a former president of the High Point Fine Art Guild. She lives in Jamestown, North Carolina.
