Ryan Merrill earned an associate degree in criminal justice from Davidson County Community College in 1995 and a bachelor's degree in management and organizational development from Mount Olive College in 2000. He has lived in the town of Belville for over 20 years.

Ryan is a firefighter and emergency medical technician. He has served the citizens of North Carolina in the field of emergency services since 1992, working with fire, rescue, and EMS agencies at the local, county, and state level. He also worked with the North Carolina Community College System.

Ryan is currently a commissioner for the Town of Belville. He was appointed in December 2019 to fill an unexpired two-year term and was re-elected in 2021 for a four-year term.
