Frank Owens is a Mooresville native and graduate of Mooresville Senior High School. He retired from the Mooresville Police Department as a captain with 30 years of service. He has been awarded the Order of the Long Leaf Pine, which is the highest civilian award, for his service to the Town of Mooresville and the State of North Carolina.

Plans to build a stronger collaboration between the Mooresville Graded School District and the town to help the school recruit and retain staff and plan for future growth.
