David Owen was born in Henrico County, Virginia, and lives in Richmond. He graduated from Tucker High School in 1975. Owen earned a B.S. in civil engineering from the University of Virginia in 1981. He is married to Ellen G. Owen and has one son, Davis.

David is a general contractor and construction engineer. He worked as a construction engineer with Texaco USA. He was part-owner of Boone Homes for 20 years.
