Kelsey Linnehan is from Richmond, Virginia. She has a bachelor of arts in international relations and affairs from the University of Wisconsin-Madison and a juris doctor from the University of Notre Dame. She lives with her husband and their five children in Southside.

Kelsey is a lawyer. She worked as an international trade attorney at the law firm Crowell & Moring LLP, where she focused on helping U.S. manufacturers and farmers fight back against illegally dumped and subsidized imports. She later served as a trade policy advisor in the U.S. Department of Agriculture under President Donald Trump. Kelsey also worked as a policy analyst at the U.S. Department of Commerce and as a law clerk for Judge Thomas B. Griffith on the U.S. Court of Appeals for the D.C. Circuit.
