Kacey was born in the Deep Creek area of Chesapeake. She graduated from Deep Creek High School.  Kacey received her bachelors in sociology & accounting in 2004 from Longwood University. She earned her law degree from T.C. Williams School of Law at the University of Richmond. 

Kacey currently works as managing member and lead attorney at Carnegie Law Group.
