Crystal Rhoades is a lifelong resident of Omaha. She earned a B.A. in Political Science and Psychology and an M.S. in Political Science from the University of Nebraska at Omaha.

Crystal is the Douglas County Clerk of the District Court. She previously served as a public service commissioner from 2015 to 2023. Before that, she was the Juvenile Detention Alternatives Initiatives (JDAI) Coordinator for Douglas County. She also worked as an IT analyst with Aquila from 2000 to 2006 and later developed solutions to crime, safety, housing, and health issues at the University of Omaha Neighborhood Center.
