My New York State Working Families Tax Credit can change that. Here’s how it works: The Working Families Tax Credit streamlines and fills gaps in current state tax credits by including minors who are 17 years old and families regardless of citizenship status. It also eliminates the phase-in, allowing the lowest-income families to receive the biggest credit.

The Working Families Tax Credit streamlines and fills gaps in current state tax credits by including minors who are 17 years old and families regardless of citizenship status. It also eliminates the phase-in, allowing the lowest-income families to receive the biggest credit. The plan also increases the benefit for all families by raising the maximum credit to $1,600 per child, providing a $100 minimum credit per child regardless of income, eliminating the cap on the number of eligible kids and pinning the credit to inflation. The new credit would be paid out quarterly, providing families with four payments per year instead of just one annual lump sum.

New York has one of the highest child poverty rates in the nation. The birth of a child increases the likelihood of family poverty by 33%; spikes in poverty following childbirth are particularly pronounced for Black and Latina mothers. Yet the US is one of only a few wealthy countries worldwide that doesn’t provide financial support to new parents. That’s why I’ve proposed the New York Healthy Birth Grant, a new program that would give low-income families a one-time grant of $1,800 when they have a child.

We’re facing a climate crisis, and transportation is the largest source of emissions in the US. New York’s Climate Leadership and Community Protection Act requires us to shift from car dependency to create more options that offer New Yorkers genuine freedom of mobility. My Get Around NY Act sets a bold but achievable target to reduce the total annual vehicle miles traveled (VMT) in New York State by 20% by 2050. In doing so, we’ll usher in more frequent public transit, more accessible streets for walking and cycling, new greenway trails, and more.

Expanding Transportation Options

Here’s how it works: State, county, and town projects that expand roadway capacity must undergo a VMT assessment prior to approval. If a project doesn’t align with our climate and transportation equity goals, we’ll require changes to align with those goals or to mitigate impact. There are many ways to do this, including expanding public transit, improving pedestrian and bike infrastructure, creating more micromobility options, and designing transit-oriented development.

That's why I’ve introduced legislation to increase registration fees for overweight vehicles, and direct that funding to road repair and safer street design. 75% of the proceeds would go towards state and local street safety projects like bike lanes, bollards, raised crosswalks and sidewalk extensions. The other 25% would be used for roadway maintenance, repair, and revitalization.

Making Our Streets Safer

If we found the antidote to a deadly illness, would we give it to only 1% of patients? Of course not. That’s why I’ve introduced legislation to quadruple the number of cameras to 600 intersections citywide, so more New Yorkers are safe on our streets, whether they’re traveling by foot, bike, wheelchair, or motor vehicle. Three decades of data makes it clear: red light cameras reduce crashes and change driver behavior.

We have to stop this dangerous, illegal practice. That’s why I’ve introduced legislation that would curb license plate abuse by allowing the state to suspend the registration of any vehicle caught with a covered or defaced plate. My bill also increases the penalty for attempting to dodge automatic traffic enforcement, to ensure dangerous drivers are held accountable and our streets are safe for everyone.

My Stop Online Predators Act would protect kids by requiring platforms to turn off open chat functions by default for kids, so strangers can’t privately message them. It also requires kids’ profiles be set to private, so strangers can’t view them without a friend request; prevents kids from receiving direct messages without first accepting a friend request, which requires parental approval for users under 13; and requires parents to approve financial transactions connected to a child’s account.

Public Safety

My Fair College Admissions Act would prohibit legacy preferences in all New York colleges, public and private. Schools that continue to use this exclusionary practice would be penalized 10% of their tuition revenue, which would be used to bolster the state’s Tuition Assistance Program (TAP) for low-income students.

My proposal would right-size the lockdown drill mandate, reducing it from four per year to two, which would align New York with other states. Schools would have the complete freedom to conduct more drills if they want to.

It’s time we take a similar approach with repeated, reckless speeding. That’s why I’ve introduced legislation requiring Intelligent Speed Assistance (ISA) technology for drivers that repeatedly put lives at risk.

Also known as “speed limiters” or “governors,” these devices do a simple thing: prevent vehicles from speeding. They’re already standard issue in new vehicles sold in Europe, and the federal National Safety Transportation Board has recommended the same in the United States.

My legislation would require the installation of ISA technology on the vehicles of drivers that accumulate 11 or more points on their license in an 24-month period, or that receive six speed camera or red-light camera tickets in a year. The devices would prevent drivers from traveling more than 5 mph over the local speed limit.

That represents a small fraction of total drivers on the road, but it would have an outsize impact on safety. The mandate would last for one year, ensuring serial speeders change their behavior to be in line with a vast majority of other drivers.

The New York For All Act, sponsored by Sen. Gounardes and AM Reyes, prohibits local law enforcement and state agencies from conspiring with ICE or participating in their cruelty. Under the law, ICE wouldn’t be able to use state or local resources for civil immigration enforcement, enter non-public areas of state and local property, or access sensitive information without a judicial warrant.

Andrew S. Gounardes was born and raised in Bay Ridge. He graduated from Fort Hamilton High School and earned degrees from Hunter College and the George Washington University Law School. He lives in Brooklyn with his wife and their three children.

Andrew previously served as counsel to Brooklyn Borough President Eric Adams and as a trustee of the New York City Employees’ Retirement System. He began his public-service career as an aide to former City Councilmember Vincent Gentile.

Andrew currently serves as the state senator for New York’s 26th State Senate District. He was elected in November 2018.

Governor Signs Epinephrine Law

Background:

S.1078A requires places of public assembly with a capacity of at least 1,000 people—including stadiums, ballparks, gymnasiums, concert and recital halls, theaters, amphitheaters and auditoriums—to have available an epinephrine auto-injector device whenever such places are used for public or private events, and to have at least one person present who is trained to use such a device.

That's why I’ve introduced legislation to increase registration fees for overweight vehicles, and direct that funding to road repair and safer street design.

75% of the proceeds would go towards state and local street safety projects like bike lanes, bollards, raised crosswalks and sidewalk extensions. The other 25% would be used for roadway maintenance, repair, and revitalization.

I’ve also introduced a bill to require the state DMV to create a new pedestrian safety rating system for all vehicles registered in New York State. This five-star rating system will take into consideration the frequency of collisions and injuries involving a cyclist or pedestrian reported for each vehicle model, as well as safety features that the DMV determines are most crucial to pedestrian and cyclist safety. Dealerships would be required to display the rating on vehicles at their showrooms.

If we found the antidote to a deadly illness, would we give it to only 1% of patients? Of course not. That’s why I’ve introduced legislation to quadruple the number of cameras to 600 intersections citywide, so more New Yorkers are safe on our streets, whether they’re traveling by foot, bike, wheelchair, or motor vehicle.
