The county Board of Elections conducted a vote canvass this morning, going through 132 absentee ballots and 1,474 provisional ballots.

After the canvass, Democrat Chris Nunnally increased his 10 vote election night lead over Republican Richard Allsbrook in the District 3 race for Pitt County commissioner. Nunnally now has a 92 vote edge over Allsbrook.

Allsbrook told WITN late Friday afternoon that he would not be asking for a recount.

This starts with effective communication between staffs and working on collaborative opportunities when they provide cost savings and better efficiencies for the public. We are doing that more and more. From positive steps on unifying economic development efforts to collaborating at the animal shelter, both Greenville and County staff are finding ways to better serve the public. The current commission made a stellar hire in Janis Gallagher to head our team, and with the support of a wonderful management group, positive cooperation between county and the other municipalities is also improving. I would venture to say, better than it has ever been. The management team was tasked to reach out and plug in. They’ve done this and we are only starting to see the benefits of this important area of focus.

Strategic Planning: it is critical that staff and commission embark on developing a long-range strategic plan. Therein, it will be important to: 1) Focus on supporting our education mission, ensuring our public schools remain independent and housed in facilities that support student growth, regardless of where they are located in the county. 2) Continue to drive to narrow the rural/urban divide. Broadband connectivity is just the tip of the iceberg. Our long-range plan should address narrowing service gaps between municipal and county residents. 3. Maintain a healthy community, with focus on growing industry while preserving and growing our natural areas. Living within two beautiful river watersheds affords county residents abundant opportunities to enjoy outdoor recreational opportunities. We need to leverage these to attract residents and employers. While doing so, we must also position Pitt County as a responsible steward of our natural resources.

Community Schools is a fantastic program. Relying on it as a stand-alone county community recreation program no longer meets our growing community needs. It is my hope that the county partners with our other municipalities and build out a robust county parks plan, that links our current assets and improves access to recreation facilities for all residents across the county; including critically north of the river. The county should connect our municipal offerings, and fill in recreation deserts.

This may include brick and mortar assets such as community centers, gyms, etc. but also utilization of open spaces by bringing in more park land, green ways, bike and pedestrian ways. Public Services

Long term, greater connectivity to sewer and reliable utilities will be a good thing for safe and sustainable growth in the county. Coordinating our Comprehensive Land Use Plan with our incorporate areas and maintaining positive relationships with those planning staffs will help insure that county residents’ concerns are top of list when these types of expansions occur. Counties cannot decide what will be annexed, we do not have that authority, but we can serve as a unifying and organizing framework if those partnerships are positively fostered.

Transportation & Infrastructure

Many old farm reservoirs such as the Hardee Pond, which is contained by the dam, are now default detention ponds that serve as collection redundancy for major water events in our developing community. We should explore opportunities to increase access to community recreational water resources such as the lake, looking at creative ways to fix the water problems within our county, while expanding the wildlife recreation opportunities and increasing environmental resiliency of our beautiful eastern North Carolina inner banks ecosystems. Partnerships with the city of Greenville on this and other water projects, especially if they are part of a larger parks plan, should be a top priority. We all share the water.
