Olivera received his B.S. in criminal justice from Pembroke State University and his J.D. from Campbell Law School. He began his career as an assistant district attorney in Cumberland County. He then became a private practice attorney.

Olivera said he has been active in the community for 20 years, serving on the boards the United Way, Rape Crisis Center and March of Dimes.

“I’ve helped organizations like the Veterans of Foreign Wars, Hispanic Latino Center, and I’m also the first elected Hispanic judge in North Carolina history,” he said.

Lou Olivera drops out of Superior Court judge election

Lou Olivera earned a bachelor's degree in criminal justice from Pembroke State University and a law degree from Campbell Law School. 

Judge Olivera has served Judicial District 12 (Cumberland County) since elected to the bench in 2012. He previously served as an assistant district attorney in Cumberland County, as well as a private attorney.

Olivera was a counterintelligence special agent in the Army and served in the Gulf War. As the only combat veteran on the bench in Cumberland County, he said he brings an important perspective on veterans issues.

Legal Experience

Presides over Cumberland County's Veterans Treatment Court, which he describes as intensive and rehabilitative.

He drew international attention several years ago when he spent a night in jail with another veteran whom he had sentenced to help the veteran cope with post-traumatic stress disorder.

“One of my accomplishments I’m very proud of is that I’m the presiding judge over the county’s first Veterans Treatment Court,” he said. “It is an intensive court, a rehabilitative court.”

Said Veterans Treatment Court builds relationships with participants and uses team accountability when violations occur.

Olivera, himself a Gulf War veteran, said that with Serna's PTSD, he worried about the effects of a night in isolation lock-up. Olivera said he would have done it for any of the other dozen vets in his treatment court.

“We are not expecting them to trust us overnight, but it's a relationship that is built,” Olivera said. “That's why when there is a violation, the team comes around and says 'hey you have to square yourself away. ' ”
