Ken was born in Green Sea, South Carolina, and raised in Tabor City, North Carolina. After graduating from North Myrtle Beach High School in 1985, Ken served as a hospital corpsman in the U.S. Navy for four years. Ken and his wife, Beverly, currently live in the Cherry Grove community.

Ken currently works as the police chief for the Chadbourn Police Department. He previously worked as a firefighter and paramedic at the St. Paul’s Fire Department in Horry County. Ken began his law enforcement career as a patrol officer in 2002 with the Loris Police Department and later worked at the Fair Bluff Police Department and the Tabor City Police Department. He joined the Columbus County Sheriff's Office in 2014, working in patrol and investigations. In 2019, Ken joined the Chadbourn Police Department as a lieutenant detective and was appointed permanent chief in 2022. He also briefly served as the acting town manager for Chadbourn in 2024.

Ken is a law enforcement officer. He is a deputy with the Columbus County Sheriff's Department. He has worked in patrol, budgeting, and community policing roles throughout his career in the department.

Elliott is a U.S. Navy veteran. He has also worked as a law enforcement officer, including two stints as a K9 handler.
