David LaBarre has lived and worked in Durham area of North Carolina for much of his life. He earned a bachelor's degree in criminal justice from East Carolina University and completed specialized law enforcement training, including certification through the FBI Hazardous Devices School.

David is the director of planning and development. He works at the Durham County Sheriff’s Office, where he has been since 2017. He previously worked at the Durham County Sheriff’s Office as a patrol sergeant, narcotics investigator and intelligence unit sergeant and served on the FBI Safe Streets Taskforce.

David is a law enforcement officer with over 20 years of experience. He joined the Durham County Sheriffs Office in 2003, serving in diverse roles including patrol, narcotics, and the FBI Safe Streets Taskforce. After a career-ending injury in 2016, he returned to the Sheriffs Office in a civilian executive role, where he led strategic planning, budgeting, and major reform efforts focused on equity, accountability, and public safety.

David is currently the director of planning and development for the Durham County Sheriff's Office. He has served in this role since 2017. David has been a sworn law enforcement officer since 2003.

- The sheriff is responsible for enforcing the law, managing security in jails and courtrooms. They also oversee daily conditions of the jail and inmates in custody and serve legal documents such as warrants and eviction notices. Their ultimate responsibility is to protect the community.
