Tim has a bachelor's degree in political science from Drew University and a law degree from Wake Forest University. He has a wife, three children, and one grandchild. 

Tim is an attorney and mediator. He has run the Law Office of Timothy J. Rooks in Morganton since 2000. Before establishing his private practice, he served as an associate attorney in the construction litigation department at Boose, Casey, Ciklin et al. in West Palm Beach, Florida. Tim is also a certified family financial mediator and an arbitrator in small claims civil cases.

Tim is a trial attorney and mediator. He previously worked as a construction litigation associate attorney, financial mediator, and arbitrator.

Tim is currently a superior court judge for Judicial District 36, covering Burke and Caldwell counties. He was recently appointed to this position.
