I am honored to serve as a Director for WTCMUD No. 1 and to represent the community that my family and I have proudly called home for the past 27 years. Living in Anderson Mill West has given me a deep appreciation for the neighbors, families, and shared values that make our community such a special place to live.

I believe strong communities are built when neighbors come together, support one another, and take an active role in making their community a better place.

And that is why, after experiencing deed restrictions first as a homeowner and later from inside the government enforcing them, my position is actually very simple:

I do not dispute the MUD’s authority to enforce deed restrictions. I dispute the idea that possessing authority means government should exercise it without first being able to explain—openly, reasonably and with evidence—why doing so is necessary to sustain taxable property values.

Here is our compromise: The board will need three votes absolutely to move forward with enforcement. We are going to figure out what it takes to bring cases in JP Court so costs are low. And when the judge rules, we accept the verdict and move on. No endless lawsuits against our own neighbors.

Avila is passionate about governance within our democratic institutions, and that is one of the main driving forces for his unwavering commitment to serve our district and the public. He has a known track record of leadership in his community, both at the for-profit and non-profit level.

Hanoi Avila earned a bachelor's degree in social work from the University of Texas at Austin, with a focus on community development, and a master's degree in divinity from Fuller Theological Seminary. He lives with his wife and three children.
