If your neighborhood has an HOA, enforcing deeds is their job. They have the power to levy minor fines, unlike the MUD. If they don't want to put in the work or pay a contractor, that's their choice. At the September 2023 meeting, the full Board publicly discussed a proposed resolution concerning deed restrictions and specifically discussed the District’s ability to enforce the restrictions listed in it.

At the June 23, 2025 meeting, the Board considered hiring a separate attorney specializing in deed restriction enforcement. The minutes state that the Deed Enforcement Committee had already discussed the matter even though the proposed legal-services agreement had not yet been finalized for the full Board. I specifically expressed concern that decisions were being made outside of meetings.

The majority voted to move forward with hiring a deed-enforcement attorney and authorized the Deed Enforcement Committee to negotiate contract terms before a future special meeting. I voted no. The contract gives serious powers. They deserve serious transparency.

In his September 8, 2026 campaign post, Flores states: “When I was elected to the Board in 2022, I thought something would change.”

David was elected to the Williamson-Travis Counties Municipal Utility District No. 1 Board of Directors in 2022. His term runs from November 2022 through November 2026.

Flores wrote that public decisions about deed enforcement should follow an open process: “That is what I believe government should look like: Put the issue on the agenda. Show the information. Ask questions. Let directors disagree. Make the decision publicly. Then vote.” The post is labeled “Pinned Post Published: 9/8/2026 By David Flores.”

Flores wrote that minutes showed the Deed Enforcement Committee had discussed a matter before the proposed legal-services agreement had been finalized by the full board: “I specifically expressed concern that decisions were being made outside of meetings.”

After describing letters alleging restrictions he could not find in particular sections' deed restrictions, Flores wrote: “That is exactly why accuracy matters. By 2024 and into 2025, my experience was very different. I increasingly felt shut out of deed-enforcement decisions even though I was one of five elected directors. That is a remarkable thing to experience from inside government. I had run for office partly because I believed sitting on the dais would finally give me access to the information necessary to understand these decisions. Instead, I was being locked out.

The Board of Directors of Williamson-Travis Counties Municipal Utility District No. 1, of Williamson and Travis Counties, Texas, met in regular session, open to the public at 6:30 p.m. on the 19th day of February 2025. The roll was called of the duly constituted officers and members of the Board, to wit: Beth Jones President; Hanoi Avila Vice President/Treasurer; Christopher Rocco Secretary; David Flores Assistant Secretary; Carrol Norrell Assistant Secretary; and all of said persons were present, thus constituting a quorum.

Director Flores requested that an item be added to regular Board meeting agendas regarding discussions of the Deed Restriction Committee. Director Avila reiterated for the record that the Board's actions are legitimate and legal in assigning authority to an assigned committee. Director Jones said that the Deed Enforcement Committee's actions were in compliance with the Board's authorization.

Director Jones reminded those present of the District's need to only have one security company under contract. Director Flores reiterated his belief that terminating the contract with Ranger Guard was a fiscally prudent decision. A brief discussion ensued regarding the responsibilities and hours of patrol for US Domestic and Foreign Protection Services.

Motion: Terminate Ranger the Guard contract as discussed.

Ayes: Director Norrell, Director Rocco, Director Jones, Director Avila, Director Flores.

Then came the letters to residents. I saw letters from the District’s deed-enforcement attorney alleging violations that, when I examined the restrictions for the particular section involved, I could not find in that section’s deed restrictions. I saw another communication referring to skateboard ramps supposedly not being allowed by an “HOA” that didn’t exist. Different sections of this District have different restrictive covenants. Something prohibited in one section may not be prohibited in another.

Government cannot treat every house as though every deed is identical. And an attorney’s letter carries weight.

Flores says he is disappointed by the current Williamson-Travis County MUD 1’s Board of Directors and plans to run for a seat in November 2020. However, Flores admitted that MUDs do have their advantages.
