Rabeea is a native Houstonian and graduate of Kingwood High School, Judge Collier earned her Bachelor of Arts in Government from The University of Texas at Austin. She received her Juris Doctor from Texas Southern University, Thurgood Marshall School of Law. She is married to attorney Robert Collier, and they are raising two sons in Houston.

Rabeea is a judge of the Texas 113th District Court. She has served on the court since January 1, 2019. She previously worked in private practice in Harris County for over a decade as a litigation attorney, representing individuals, nonprofit organizations and small to publicly traded businesses in commercial disputes, contract matters, consumer law, civil rights cases and deceptive trade practice claims, handling approximately 250 matters in state and federal courts.
